Victorian Energy Upgrades for Heating & Cooling
Coolcare can help eligible customers access Victorian Energy Upgrades incentives and manages the customer-facing assessment, quotation, installation, paperwork and rebate-coordination process.
Important program position
Coolcare is not presented as the VEU accredited provider.
VEU discounts are processed through an accredited provider. Coolcare coordinates the required accredited-provider step for eligible upgrade jobs as part of the overall customer process.
One customer-facing upgrade pathway from assessment to rebate coordination.
Coolcare manages the assessment, quote, installation planning, evidence and paperwork coordination for eligible heating and cooling upgrades. The program's accredited-provider requirements are handled as part of that process rather than leaving the customer to organise multiple disconnected steps.
Confirm the current heater/cooling arrangement, property requirements and likely upgrade pathway.
Confirm the activity, product and accredited-provider requirements before the final quote.
Where eligible, the applicable VEU discount is reflected in the quotation rather than promised as a separate future rebate.
The approved equipment is installed and the required program documentation is coordinated through the accredited-provider process.
Indicative Victorian Government discounts rechecked 10 October 2026.
These examples are current program guidance, not Coolcare guarantees. Actual eligibility and discount value depend on the existing system, eligible activity, approved product, system size and the current VEU market/program rules at the time of quotation.
| Existing system | Example upgrade | Indicative current discount |
|---|---|---|
| Non-ducted gas space heater | 3-9 kW efficient reverse-cycle air conditioner | $630-$1,610 |
| Ducted whole-home gas heater | 4 split systems: 1 × 8 kW + 3 × 3 kW | Up to $2,520 |
| Ducted whole-home gas heater | Multi-split: 1 × 10 kW outdoor unit | Up to $2,940 |
| Ducted whole-home gas heater | 10 kW ducted reverse-cycle | Up to $2,520 |
| Ducted whole-home gas heater | 16 kW ducted reverse-cycle | Up to $4,200 |
| Ducted whole-home gas heater | 22.4 kW ducted reverse-cycle | Up to $5,530 |
Program information and example discount values must be rechecked whenever VEU rules or certificate-market conditions change. From 30 September 2026, current VEU rules include a $3,000 minimum co-payment for ducted reverse-cycle systems and multi-split systems with cooling capacity of 10 kW or more; multi-split systems below 10 kW retain a $1,000 minimum co-payment.
The upgrade must use approved high-efficiency reverse-cycle equipment.
- The product must be approved under the VEU program.
- Eligible heating-and-cooling systems provide both heating and cooling.
- For home installations, the eligible product must currently carry at least a 5-year warranty.
- If an existing heating or cooling system is being replaced, current guidance requires that system to be more than 2 years old.
Victorian households, including private rentals, can participate subject to the upgrade rules.
The current Victorian Government guidance states that Victorian households and businesses can access heating and cooling discounts, with private rental properties also eligible. The specific activity and equipment still need to satisfy the program requirements.
For rental properties, landlord approval and the normal property-management authorisation process may also be required before works proceed.
Accredited-provider requirement
The discount must be applied through a VEU accredited provider.
Under current program guidance, accredited providers are the organisations that can apply the VEU discount. An installer can work with an accredited provider to deliver the eligible upgrade.
Coolcare manages the customer-facing assessment, quote, installation process, evidence and rebate coordination.
Eligibility, product approval and incentive values are checked against current program requirements before the final quote.
